Delphi 9, that confused me... Are you sure that you use
Indy 9? I can't find a event called 'OnPrivateMessage' in the
Indy 9 documentation. Is there an event called 'OnMessage' in your TIdIRC? Try using this instead of OnPrivateMessage!
