Put the BASS.DLL, which you can download
here, in your executable directory.
But I'm not sure if this rarely old component works with the newer BASS.DLL (well, I'm quite sure it don't), maybe you need an old version of the
dll.
Edit: how about using the BASS.DLL w/o the BASSPlayer component? It's realy good documentet, and easy to use as well.
