C++ nach Delphi

Hallöchen,
Ich habe eine kleines C++ File welches ich gerne nach Pascal übersetzen würde.
Leider habe ich von C nur ein paar Grundkenntnisse.
Könnte mir jemand diese beiden Schnipsel mal Übersetzen /Erklären:
