Delphi XE (Starter) Hilfe geht nicht (mehr)

Seit sehr sehr langer Zeit habe ich mal wieder mein Delphi XE (Starter) angeschmissen und muss feststellen, dass die Hilfe nicht mehr funktioniert.

Ich habe XE daher deinstalliert, das Programmverzeichnis gelöscht und Delphi wieder installiert. Gleiches Ergebnis.

Die Hinweise bezüglich der h2reg funktionierten nicht.
z.B.:
h2reg.exe -u
h2reg.exe -r
h2reg.exe -r -m
